Is shiva a destroyer? destroyer of what? ignorance, anger, pride etc. so isn't he a creator of the sentient being. one whose ahamkaar is dead, and one's world is not relegated to material objects, but has ametaphysical connection with the cosmos.
Is Rudra ONLY the lord of terror? Rudra is also the lord of unbridled passion, a passion and a conviction that is beyond the reach and realms of others around.
Shiva as a creator is a construct of the mind then Shiva as personified Destruction...too is a construct of the Mind.
A debate/ argument in a class of Ignited minds, about the possibilities.
